Ahead of Labor Day, the Senate tackled measures aimed at banning “endo” or illegal labor contracting practices in the country.
Senate committee chair Sen. Raffy Tulfo criticized ongoing unfair labor schemes such as “5-5-5” hiring and the “pakyawan” system, saying workers have little to celebrate on Labor Day due to continued exploitation.
He also urged the Department of Labor and Employment to dismiss and file charges against inspectors allegedly complicit in ignoring labor violations.
Tulfo cited reports from inspections in Metro Manila manufacturing firms where workers complained of a lack of benefits, unpaid overtime, and unsafe conditions.
In response, Labor Undersecretary Benedicto Bitonio Jr. assured that the department would take action against corrupt and incompetent labor inspectors.
