Senate President Vicente Sotto expressed optimism that his proposed reforms to the party-list system have a strong chance of passing, noting that President Marcos supports the measure and district representatives are recognizing the imbalance caused by some party-list groups.
Sotto’s Senate Bill 192 seeks to amend the Party-List System Act to ensure that party-list seats represent marginalized sectors and to provide grounds for cancellation of groups that deviate from this mandate.
He argued that the current system has created inequality, contrary to the 1987 Constitution’s intent.
Sotto also highlighted that hearings on pending anti-political dynasty bills are scheduled, with backing from the President, increasing their chances of approval.
Senator Sherwin Gatchalian echoed that the executive’s support makes passage likely, though debates remain on the form and scope of the proposed anti-dynasty legislation.
