The Second Congressional Commission on Education (EDCOM 2) is supporting the repeal of the charters of the Commission on Higher Education and the Technical Education and Skills Development Authority, saying long-standing problems in the education system remain unresolved.
EDCOM 2 executive director Karol Mark Yee cited persistent issues such as poor quality assurance, skills mismatch, and uneven access to education across regions, even after more than 30 years.
He also raised concerns about limited regulatory capacity, noting cases where a single official monitors hundreds of academic programs, which can allow diploma mills to operate unchecked.
Proposed legislation seeks to replace existing laws to better align education governance with the current workforce and global demands.
CHED Chair Shirley Agrupis expressed support for reforms but emphasized the need to strengthen oversight and clarify institutional roles to maintain academic standards.
