The Office of the Ombudsman has sought a precautionary hold departure order (HDO) against former Senate President Francis Escudero and businessman Maynard Ngu over their alleged involvement in a flood control scandal.
The application was filed before the Sandiganbayan on April 25, following earlier reports linking the two to irregularities in public works projects.
Ngu was previously identified by former public works official Roberto Bernardo as a “bagman” and alleged recipient of kickbacks tied to infrastructure funds.
Investigations claim around P160 million in kickbacks were delivered in connection with projects linked to Escudero, though both have yet to respond to the latest filing in court.
The case has been raffled to the Sandiganbayan’s Sixth Division, while earlier findings from the now-defunct Independent Commission for Infrastructure recommended filing graft and plunder charges against the two.
