Senator Mark A. Villar has filed Senate Bill No. 2049, or the BERDE Act, which seeks to require every city and municipality in the Philippines to establish at least one public green park.
The proposal comes amid rapid urbanization, with the Philippine Statistics Authority reporting that over half of Filipinos now live in urban areas, leading to shrinking green spaces.
Villar warned that continued development has replaced natural areas with concrete, resulting in hotter, more polluted, and less livable communities.
The bill directs local government units to identify land and allocate resources to create and maintain parks, while also involving schools and universities in tree-planting activities.
Villar stressed that protecting and expanding green spaces is essential for public health, environmental protection, and building more resilient communities.
