The executive branch will comply with the Supreme Court’s order to return P60 billion of PhilHealth’s unused funds, which the Court ruled unconstitutional to transfer to the national treasury.
Presidential Communications Secretary Dave Gomez said the Office of the Solicitor General will review the ruling and may consider a motion for reconsideration.
The Palace noted that the executive had acted in accordance with Congress’s mandate under the 2024 General Appropriations Act.
Executive Secretary Ralph Recto emphasized that the fund transfer did not affect PhilHealth services and enabled the largest expansion of benefit packages and Zero Balance Billing under Universal Health Care.
The controversial transfer had raised concerns over budget transparency, as many lawmakers were surprised by the provision in the 2024 GAA allowing the realignment of idle government funds.
