Executive Secretary Ralph Recto said paying members of the Philippine Health Insurance Corporation (PhilHealth), particularly those in the middle class, should receive expanded benefits that match the premiums they regularly contribute.
Recto said he will meet with PhilHealth officials next week to discuss increasing benefit packages, citing concerns from contributors who feel they are not receiving proportionate healthcare coverage.
He emphasized that while indigent members receive free coverage, paying contributors deserve enhanced benefits in recognition of their annual premium payments.
Meanwhile, Recto maintained that the transfer of excess PhilHealth funds to the National Treasury did not affect the agency’s operations, benefits, or services, stressing that the funds came from unused government contributions and reserve funds.
He also said the government’s actions complied with existing policies and defended the use of idle public funds for priority government programs while acknowledging that legal challenges to the fund transfer are part of the democratic process.
