Senator Erwin Tulfo is seeking the Senate’s approval of a treaty with the United Kingdom that allows the transfer of sentenced Filipinos to serve their prison terms in the Philippines.
He sponsored Senate Resolution No. 315, emphasizing that the agreement respects human rights and the dignity of every person.
Tulfo clarified that the pact is not a “get out of jail free” deal but facilitates restorative justice for Filipinos facing the hardships of foreign imprisonment.
Transfers would require consent from both governments and the prisoner, with sentences continuing under UK judicial authority while the Philippine Department of Justice oversees the process.
Tulfo said the measure ensures that Filipinos abroad are not forgotten and promotes reform rather than undue suffering.
