House Minority Leader Marcelino “Nonoy” Libanan highlighted that the 2026 General Appropriations Act (GAA) allows the Finance Secretary to secure loans and other financing arrangements to support AFP modernization projects.
He noted that this special provision provides the government flexibility to fund defense acquisitions efficiently and cost-effectively, including advanced equipment, weapons systems, and operational technologies.
The 2026 budget allocates ₱40 billion for AFP modernization, up from ₱35 billion in 2025, with an additional ₱50 billion available through unprogrammed appropriations or foreign-assisted loans.
Libanan stressed the need for Congress to pass the next AFP modernization law ahead of the current program’s expiration in 2027 to ensure continuity.
He also cited recent milestones, including the delivery of the BRP Miguel Malvar and BRP Diego Silang frigates, which strengthen the military’s capabilities alongside previously delivered vessels.
