House Minority Leader Marcelino “Nonoy” Libanan urged the Philippine National Oil Co. (PNOC) to invest in coastal petroleum storage facilities in the Visayas and Mindanao to improve fuel access amid the global energy crisis.
He stressed the need for government-managed buffer stocks of diesel, gasoline, and jet fuel that can be quickly deployed during emergencies.
Libanan cited the Subic Bay Freeport Zone facility as a model, noting its 6.3-million-barrel capacity and efficient fuel distribution in Luzon.
The Department of Energy recently authorized PNOC to procure up to two million barrels of buffer fuel, with an initial shipment of 142,000 barrels already arriving on March 26.
So far, PNOC has secured 165.7 million liters of fuel, with additional deliveries scheduled throughout April to strengthen the country’s energy resilience.
