The Manila City Council clarified that the recent increase in garbage collection fees under Ordinance No. 9151 is based on the actual volume of waste generated by each business, with higher-producing establishments paying more.
The ordinance classifies businesses by industry and scale, assigning fees according to estimated waste output to ensure fairness.
Officials said the adjustment aims to cover rising operational costs and improve the city’s waste management services, including collection, hauling, and disposal.
The council emphasized that the system also encourages businesses to reduce waste generation.
The clarification was issued in response to concerns from business groups about the revised fee schedule.
