House Minority Leader Marcelino “Nonoy” Libanan is urging local government units and community organizations to tap the P1-billion People’s Survival Fund to finance rainwater harvesting and other climate adaptation projects amid the looming El Niño.
He said the initiative would help communities build freshwater reserves and strengthen resilience against possible water shortages.
Libanan appealed as PAGASA warned that Metro Manila and 47 provinces could experience below-normal rainfall in the coming months, with dry conditions expected by November.
He described rainwater harvesting as one of the simplest and most cost-effective ways to prepare for prolonged dry periods.
The People’s Survival Fund provides financing for eligible climate adaptation projects aimed at reducing communities’ vulnerability to climate-related risks.
