The Department of Education (DepEd) has issued new guidelines on learning continuity in emergencies ahead of School Year 2026–2027 to ensure education continues without compromising the safety and well-being of learners and teachers.
The policy introduces a four-level framework—Hayo (Continue), Hinay (Ease-in), Hinga (Check-in), and Hinto (Stop)—to guide schools in adjusting learning delivery during disasters and other crises.
It also empowers school officials to make localized decisions on class suspensions in coordination with local government units, based on actual conditions in affected areas.
DepEd said the system prioritizes safety over academic demands while providing flexible learning materials and support tools such as modules, kits, and digital resources.
The department added that the policy includes teacher training, mental health support, and updated school preparedness plans to strengthen disaster resilience in education.
