Senator Paolo “Bam” Aquino IV has filed Senate Bill No. 2068 seeking to strengthen the country’s Anti-Drunk and Drugged Driving Act to better protect motorists, especially young Filipinos, from road crashes.
The proposed measure comes amid reports of a 255% increase in drunk driving cases and follows high-profile incidents, including the death of 24-year-old Kingston Ralph Ko Cheng in a hit-and-run case in Cebu City.
Aquino said the current law has gaps, particularly when delays in testing allow suspects to evade liability by lowering detectable blood alcohol levels.
The bill introduces lower blood alcohol concentration limits, mandatory and immediate chemical testing within two hours, and an “implied consent” rule requiring drivers to undergo testing when lawfully required.
It also allows scientific retrograde extrapolation and adds prevention measures such as rehabilitation programs and ignition interlock devices for repeat offenders.
