The Armed Forces of the Philippines (AFP) has identified around 60 “ghost” flood control projects out of 8,000 it has inspected nationwide, AFP Chief Gen. Romeo Brawner Jr. said Friday.
The inspections were requested by Public Works Secretary Vince Dizon to verify whether projects declared on paper actually exist.
The AFP is set to check a total of 16,000 projects, but its role is limited to confirming physical existence, while technical validation is handled by DPWH engineers.
Brawner emphasized that AFP engineers will not participate in future construction, as their brigades are transitioning to combat engineering units for defense purposes.
Earlier this month, Dizon reported 421 ghost projects to the Independent Commission for Infrastructure, but around 100,000 projects still require validation, suggesting the problem may be far larger.
