Vice President Sara Duterte visited the wake of the three students killed in the Tacloban City school shooting and extended her condolences to their families.
The attack, carried out by two teenage students, left three dead and several others injured.
Authorities have filed three counts of murder, multiple frustrated murder, and physical injury complaints against the 15-year-old suspect.
Duterte said the tragedy exposed gaps in protecting young people and should serve as a wake-up call for the government.
One of the victims, 15-year-old Chris Lorenz Tanglao Fabian, was hailed a hero for trying to shield his classmates from the attackers.
