Senate Majority Leader Juan Miguel Zubiri denied that senators’ project lists passed through his office when he was Senate president, following former public works secretary Manuel Bonoan’s claim about a “leadership fund.”
Zubiri said all senators’ budget requests were coursed through the Senate Finance Committee, which oversees the chamber’s budget process.
He clarified that legitimate budget amendments for infrastructure projects should not be confused with individual project lists.
Zubiri said lawmakers may propose projects for underserved communities as long as these are properly approved and implemented without personal gain.
He stressed that the main concern is ensuring projects are genuine, properly implemented, and free from corruption.
