Former Department of Public Works and Highways chief Manuel Bonoan testified that senators were given at least P500 million each under a “leadership fund” in the 2025 DPWH budget.
Bonoan said committee chairpersons could receive up to P1 billion, with former Senate President Miguel Zubiri having discretion over the allocations.
He claimed all senators in 2024 availed themselves of the fund, which was created to accommodate their infrastructure projects.
Zubiri denied handling project lists and said budget requests were coursed through the Senate Finance Committee.
Meanwhile, Caloocan Rep. Edgar Erice alleged that the Department of Justice received P1.5 billion in confidential and intelligence funds in 2025.
