The Philippine National Police (PNP) said the “no-shirt policy” has been reinstated in Manila and Quezon City after a brief suspension under the Department of the Interior and Local Government’s “Safer Cities” initiative.
Officials said the rule will be enforced with “common sense” following public backlash, including an incident where a man was fined for being shirtless while working near his home.
PNP spokesperson Brig. Gen. Randulf Tuaño said enforcement continues as part of efforts to implement local ordinances under the program, which covers rules on public drinking, curfew violations, and other infractions.
Despite criticism, police reported high compliance and said crime rates have generally declined since the initiative began.
