The Office of the Ombudsman said it is close to filing plunder charges against former House Speaker Martin Romualdez over his alleged involvement in a kickback scheme linked to flood control projects.
Ombudsman Jesus Crispin Remulla said the case is moving from fact-finding to preliminary investigation and that his office already has evidence against Romualdez.
He stressed that the complaint is being carefully prepared to ensure it is complete and legally sound.
The Department of Justice earlier accused Romualdez of masterminding a scheme involving alleged P56 billion in kickbacks from ghost flood control projects.
Romualdez’s legal team has sought Remulla’s inhibition from the case, arguing that his public statements suggest bias.
