The Senate has approved on third and final reading a bill seeking to bar relatives of public officials within the fourth degree of consanguinity or affinity from participating in government contracts.
Senate Bill No. 1962, or the Government Contracting and Procurement Integrity Act, was approved with 15 affirmative votes, no negative votes, and no abstentions.
The measure covers contracts for supplies, equipment, services, infrastructure projects, joint ventures, and public-private partnerships involving government funds or property.
Violators could face one to three years in prison, a fine of at least P100,000, and perpetual disqualification from government procurement or public office.
Sen. Francis Escudero said the bill aims to prevent favoritism and corruption by ensuring that government contracts do not become a “family affair.”
