The Department of Environment and Natural Resources (DENR) said Phase 2 of the cumulative impact assessment (CIA) for Manila Bay reclamation projects is still ongoing.
Out of 21 major projects suspended by President Marcos in August 2023, only two have been allowed to continue, leaving 19 still halted.
Phase 1 of the CIA, released earlier this year, found that reclamation poses risks to Manila Bay’s ecosystem, worsens flooding, slows water circulation, and threatens fisheries.
DENR officials said gaps between the CIA and project submissions will require additional documents or mitigation plans from proponents.
The Environmental Management Bureau will soon release further requirements to address the environmental concerns identified in the assessment.
