The National Police Commission (Napolcom) will tighten its police recruitment processes after finding that most administrative complaints involve young officers, Vice Chairman Rafael Calinisan said.
Reforms will focus on strengthening legal education in criminology schools and making neuro-psychiatric exams more rigorous to ensure mental stability and emotional maturity.
Napolcom is partnering with the Integrated Bar of the Philippines to provide workshops and legal aid to active officers and is considering hiring more psychiatrists for thorough screening.
Calinisan emphasized that stricter measures will not reduce recruitment, as the police force still falls short of the ideal officer-to-population ratio.
The move comes amid complaints against Dasmariñas City police for alleged illegal arrests, highlighting the need for better-trained and law-aware officers.
