The Office of the Ombudsman has filed malversation charges against contractor Sarah Discaya, her company St. Timothy Construction, and several DPWH officials over a P96.5-million “ghost” revetment project in Barangay Culaman, Davao Occidental.
The case alleges that the respondents falsified accomplishment reports and billing documents to release full payment for a project that was never completed.
DPWH inspections revealed that the project was marked complete and fully paid despite construction starting only weeks after the President launched the flood control probe.
The implicated DPWH officials, including district engineers and section chiefs, have been placed under six-month preventive suspension, while prosecution has recommended no bail for the suspects.
President Marcos has also ordered authorities to monitor the Discaya couple to ensure their arrest as the case proceeds before the Regional Trial Court in Digos City.
