A Cebu court allowed contractor Sarah Discaya to post P1 million bail in connection with the alleged P96.5-million ghost flood control project in Davao Occidental, citing insufficient evidence to establish her participation in the alleged falsification.
The court also granted bail to a Department of Public Works and Highways official but denied similar petitions filed by several other co-accused.
Despite the ruling, Discaya will remain detained because she is facing a separate non-bailable case involving an alleged anomalous project in Bulacan.
The respondents are accused of conspiring to release funds for a flood control project that was allegedly never implemented.
