Camarines Sur representatives Luigi Villafuerte and Migz Villafuerte are pushing for the creation of a Tripartite Council to address the country’s long-standing job-skills mismatch problem.
They said the gap between education outcomes and labor market needs has led to unemployment, underemployment, and lower productivity, citing data showing many workers are either overqualified or underqualified for their jobs.
Migz Villafuerte added that businesses also struggle to find suitably skilled workers, affecting efficiency and economic growth.
The proposed council under House Bill No. 2397 would bring together government, academe, and industry to monitor labor trends and align education and training with job demand.
The lawmakers expressed hope that Congress will prioritize the measure when the session resumes, especially as the issue has persisted for over three decades.
