Camarines Sur Reps. Migz Villafuerte and Luigi Villafuerte have filed House Bill No. 11014, or the proposed AI Agent Transactions and Accountability Act, to establish rules for transactions carried out by artificial intelligence agents.
The measure states that AI agents would have no independent legal personality, and their authorized actions would be legally attributed to the people or businesses directing them.
It tasks the Department of Information and Communications Technology with creating a voluntary registration system and a framework for verifying AI agents’ authority, with mandatory registration limited to certain high-risk transactions.
The bill also sets liability rules for misuse, protects lawful digital asset ownership, and provides penalties for deliberate violations, including fines of ₱200,000 to ₱2 million and imprisonment of six months to six years.
The lawmakers said the proposal aims to promote responsible AI adoption while protecting consumers, businesses, and the public without unnecessarily restricting innovation.
