Senator Bong Go has filed Senate Bill 1785 to expand the allowable uses of the Special Education Fund (SEF), giving local governments more flexibility to address urgent needs in public schools.
The SEF, funded by a 1-percent real property tax, currently covers school operations, building construction and repair, educational research, books, and sports programs.
Go’s bill seeks to institutionalize expanded spending already allowed under a 2020 joint circular, including production of learning modules, purchase of storage devices, communication costs, and other education-related expenses.
The measure also proposes using the SEF for libraries, salaries, and benefits of teaching and nonteaching personnel, and additional programs deemed necessary by local school boards.
Proponents say the bill could help address classroom shortages, improve learning resources, and strengthen the ability of local governments to support quality education.
