Sally Santos, a contractor and state witness in the malversation case against former Sen. Ramon “Bong” Revilla Jr., admitted that most of her firm SYMS Construction’s projects since 2021 were carried out by parties borrowing her company’s license.
She testified that 42 projects worth P1.8 billion were secured by former DPWH engineer Brice Hernandez, who also used her license, while only 10 percent of the remaining 115 projects were completed by her company.
Santos said she earned a 3 percent “royalty” for lending her license, receiving around P80 million from Hernandez, of which she has returned P20 million and is liquidating property to repay the rest.
The Sandiganbayan clarified that license lending violates Republic Act No. 11711, which prohibits such acts.
Revilla and six co-accused, who deny involvement in the Pandi, Bulacan project, will continue their bail hearing until April 24.
