Quezon City Rep. Patrick Michael Vargas urged the immediate approval of House Bill No. 7106, which aims to promote cycling as a safe and sustainable mode of transport in the Philippines.
The bill proposes expanding bike lanes, parking, and support facilities while encouraging employers to provide bike-friendly amenities through tax incentives.
Vargas highlighted that institutionalizing biking could ease dependence on imported oil, improve road safety, and help address rising fuel prices.
Cycling gained popularity during COVID-19 lockdowns, but dedicated lanes remain limited, especially on narrower streets.
The legislation also calls for a national bike program to guide local and national development of bicycle systems and regulations protecting cyclists’ rights.
