More than 60% of licensed Philippine online gaming firms are struggling to meet Pagcor’s minimum revenue targets, prompting some to seek rescue capital, partnerships or exits.
Pagcor recently imposed a P9-million monthly minimum guaranteed fee on e-casino operators to boost state revenues and remove inactive firms.
The policy has led distressed operators to offer their licenses to foreign investors, with brokers reportedly asking for millions of dollars.
Arden Consult warned that such license sales are illegal because GSA certificates are non-transferable without Pagcor approval.
Foreign investors were advised to wait for Pagcor to lift its moratorium on new GSA applications rather than risk penalties and license revocation.
