Private contractor and state witness Sally Santos told the Sandiganbayan that the DPWH used her company’s license to secure 42 flood control projects worth P1.8 billion, from which she received P80 million.
She testified that she withdrew P400 million from her bank and delivered it to former DPWH Bulacan engineer Brice Hernandez within five hours.
Santos’ testimony is part of malversation and graft cases against former senator Ramon ‘Bong’ Revilla Jr. and other officials linked to a P92.8 million flood control project in Pandi, Bulacan.
Additional accused include DPWH engineers and staff charged with malversation and violations of the Anti-Graft and Corrupt Practices Act.
The Sandiganbayan has denied bail for the malversation charges, and the accused remains detained at the New Quezon City Jail.
