ACT Teachers Rep. Antonio Tinio criticized President Ferdinand Marcos Jr.’s Executive Order 122, calling it a “wholesale surrender” of the country’s mineral wealth to foreign companies.
Tinio warned that the policy could displace farmers and Indigenous communities while leaving the Philippines as a supplier of raw minerals.
He said foreign mining firms could benefit from the framework while local communities bear environmental and social costs.
Tinio also linked the order to the US-led Pax Silica initiative and raised concerns over streamlined mining permits.
The Philippines has an estimated $170 billion in nickel deposits, much of which is exported as raw ore.
