The Office of the Ombudsman has officially received the partial report of the Senate Blue Ribbon committee on the alleged multibillion-peso flood control corruption scheme after Panfilo Lacson presented the findings through a privilege speech.
Assistant Ombudsman Mico Clavano said the report will be reviewed by teams handling flood control cases and may be used in ongoing investigations.
Lacson’s report recommended filing charges against several public officials, including Senators Francis Escudero, Jinggoy Estrada, and Joel Villanueva, along with former House Speaker Martin Romualdez and other government figures.
The senator said the committee will continue examining issues involving “allocables” and “leadership funds,” including letters from lawmakers that may establish links to anomalous infrastructure projects.
Although the report has yet to secure enough signatures for a formal plenary debate, Lacson’s move placed the findings on the official Senate record, allowing the DOJ and Ombudsman to act on the initial evidence.
