The Muntinlupa City government has passed Ordinance No. 2025-004, also known as the “Anti-Epal Ordinance,” which prohibits the use of names, photos, logos, or other identifiers of local officials on government-funded projects, programs, and infrastructure.
The ordinance aims to stop public officials from using government resources for self-promotion and political propaganda, emphasizing that public projects are funded by taxpayers.
It outlines prohibited acts, including placing officials’ names or images on signage, vehicles, or relief goods funded by public money, with violations punishable by fines and imprisonment.
Certain exceptions are allowed, such as campaign materials during elections and official IDs, but commemorative plaques must acknowledge taxpayer funding.
The ordinance reflects Muntinlupa’s commitment to uphold the integrity of public service and prevent the misuse of government projects for personal gain.
