Rep. Leila de Lima has filed House Resolution 1250 urging Congress to investigate an alleged illegal open dumpsite that operated for seven years within the ancestral domain of an Aeta community in Subic, Zambales.
The resolution seeks to identify which government agencies allowed the dumpsite to operate, review its closure and rehabilitation plan, and examine whether the proposed P78 million budget will remove the waste or simply seal it in place.
De Lima cited reports that the site violated the Ecological Solid Waste Management Act, noting that the Department of Environment and Natural Resources ordered its closure only after years of operation and protests from indigenous groups.
The Naugsol Aeta Farmers Association said the dumpsite contaminated the community’s main water source and damaged farmland relied on by about 100 Aeta families.
The proposed House inquiry also aims to determine whether the Indigenous Peoples’ Rights Act was violated, following a similar Senate resolution filed earlier this month.
