The Senate will continue to ban the use of confidential funds for civilian agencies in the 2027 national budget, Senate President Sherwin Gatchalian said.
He said such funds will be limited to agencies with clear law-enforcement and national-security roles.
Gatchalian also said the Senate is considering holding the impeachment trial entirely in the afternoon to speed up proceedings and aim for one witness per day.
Meanwhile, the House said the impeachment trial will not disrupt deliberations on the proposed P7.2-trillion 2027 national budget.
House lawmakers also called for greater transparency and an end to pork barrel mechanisms in government spending.
