Senator Loren Legarda urged a nationwide shift to nature-based, science-driven flood management in a Senate privilege speech on November 11, following the devastation caused by Typhoons Tino and Uwan.
She criticized reliance on concrete infrastructure alone, calling instead for solutions rooted in ecosystems, community resilience, and climate foresight.
Legarda highlighted the systemic failures behind the disasters, including deforestation, unregulated construction, mining, and poor waste management, which worsened flooding in Cebu, Negros Occidental, and Negros Oriental.
She outlined comprehensive measures such as watershed restoration, riverbank and wetland rehabilitation, green infrastructure, mangrove protection, and strict enforcement of existing environmental and building laws.
Legarda emphasized that resilience requires community participation and long-term planning, stating that flood protection must be grown, restored, and sustained, not just engineered.
