The International Criminal Court (ICC) has allowed former President Rodrigo Duterte to skip his confirmation of charges hearings scheduled for Feb. 23, 24, 26, and 27, following his signed request to waive his right to appear.
ICC Pre-Trial Chamber I ruled that Duterte’s waiver meets legal requirements, noting that he understands his right to be present and the consequences of skipping the proceedings.
ICC spokesperson Oriane Maillet clarified that Duterte’s absence is voluntary and not due to health issues, and emphasized that trials cannot proceed without the accused if charges are confirmed.
President Marcos will not monitor the hearings, though he will be updated since Filipino complainants are involved.
The decision has sparked debate locally, with church leaders and senators discussing access to justice in the Philippines and emphasizing that Duterte’s rights as an accused must be respected.
