Religious leader Efraim Tendero clarified his role as a witness to the notarized affidavit of 18 supposed ex-Marines, who alleged they delivered cash to top officials, including President Marcos Jr. and lawmakers, under instructions from former Ako Bicol representative Zaldy Co.
Tendero said he only witnessed the signing of the affidavit and did not verify the truth of its contents, acting in his personal capacity and not on behalf of his organizations.
The affidavit, submitted to the Ombudsman, claimed the cash came from flood control and “ghost” projects, though some named, including Rep. Leila De Lima, denied involvement.
The ICC emphasized its independence, stating all funding and investigations are managed internally and that it does not comment on ongoing cases.
Malacañang called the allegations “fishy,” Trillanes denied involvement, and National Security Adviser Eduardo Año has ordered an investigation, while the Ombudsman has yet to determine probable cause.
