A flood control project is ongoing on reclaimed land along Laguna de Bay, being built by Topnotch Catalyst Builders Inc., a firm previously implicated in the Bulacan ghost flood control scandal.
The Department of Public Works and Highways (DPWH) lists the project as a flood control initiative, despite prior claims that it was road work, with Phase I and II costing roughly P94 million each.
Philstar.com’s investigation, including satellite imagery and site visits, confirmed active reclamation and construction along C6 in Taguig City, even though the Laguna Lake Development Authority had suspended reclamation activities.
Topnotch, whose owners are on the DOJ’s lookout bulletin due to the Bulacan probe, still holds dozens of ongoing government contracts despite its involvement in past scandals.
The project is over halfway completed, but no visible flood control structures are yet apparent, raising concerns about transparency and compliance.
