The Senate Blue Ribbon Committee will not recommend a preliminary investigation into former House Speaker Martin Romualdez over the flood control controversy, citing insufficient evidence directly linking him to the alleged irregularities.
Chair Panfilo Lacson said the panel will continue fact-finding and financial scrutiny, including tracking Romualdez’s accounts, while building a possible case.
The decision relies heavily on statements from controversial witness Orly Guteza, who claimed to have delivered cash to Romualdez, allegations both Romualdez and others have denied.
Lacson noted that Romualdez could still be included in the final report if corroborating evidence emerges during ongoing hearings.
Meanwhile, the Sandiganbayan denied former senator Ramon Revilla Jr.’s motion to recuse a justice in a related flood control malversation case.
