The bill institutionalizing the Assistance to Individuals in Crisis Situations (AICS) program failed to pass during Congress’s special session due to a dispute over its “anti-epal” provision, Sen. Erwin Tulfo said.
The Senate and House disagreed on a clause prohibiting politicians from participating in the distribution of government aid.
Tulfo said the measure will now be tackled by the bicameral conference committee after President Ferdinand Marcos Jr.’s State of the Nation Address in July.
The proposed law aims to institutionalize the DSWD’s AICS program while preventing its use for political purposes.
The House, however, maintained that it had passed all priority measures identified by the President during the special session.
