APEC Party-list Rep. Sergio Dagooc has urged the Department of Energy (DOE) to rename the “line rental” charge, saying it is actually a generation charge and the term misleads consumers.
Speaking at a House energy hearing, Dagooc said the generation sector accounts for more than 65 percent of every peso consumers pay for electricity but remains subject to limited regulatory scrutiny.
He called for amendments to the Electric Power Industry Reform Act (EPIRA) to give the Energy Regulatory Commission greater authority to review and validate generation costs before they are passed on to consumers.
Dagooc also urged the Bureau of Internal Revenue to remove VAT on system loss charges, arguing consumers should not pay taxes on electricity that does not reach their homes.
His remarks came during a House hearing following President Marcos’ call to scrap system loss charges.
