San Juan City Mayor Francis Zamora called for faster classroom construction during the Mayor’s Dialogue on Accelerating Classroom-Building under the CAP Act, attended by 240 local chief executives and national education officials.
The CAP Act allows local governments to directly implement classroom projects, speeding up delivery, improving oversight, and reducing reliance on a limited number of implementing agencies.
Zamora highlighted San Juan’s education initiatives, including providing tablets to 13,000 public school students, equipping classrooms with smart TVs and fiber internet, and issuing laptops to teachers, but noted the city still struggles with class shifting due to limited space.
Education Secretary Sonny Angara and Sen. Bam Aquino emphasized the historic opportunity to address the country’s 166,000-classroom shortage, backed by a record P1.34-trillion 2026 education budget.
The dialogue concluded with mayors sharing best practices, raising concerns, and seeking guidance on CAP Act implementation.
