The Second Congressional Commission on Education (EDCOM 2) reported that 69 percent of public schools nationwide still lack land titles, delaying classroom construction and worsening school congestion.
As of May, only 16 percent of public schools were titled to the Department of Education, while the titling process is ongoing for thousands more.
EDCOM 2 cited rapid housing developments and weak coordination among government agencies as key factors behind overcrowding, with Naic, Cavite highlighted as an example.
The commission warned that untitled school properties prevent even funded infrastructure projects from moving forward.
Teachers’ groups also urged the government to address classroom shortages and other long-standing issues to improve public education.
