House Speaker Faustino “Bojie” Dy III renewed his push for the immediate passage of the Magna Carta for Barangays, describing the measure as “long overdue.”
Dy, the principal author of House Bill No. 3533, emphasized that barangay officials are the true frontliners of government, often acting as the first responders and the last to leave during crises.
The proposed Magna Carta aims to improve compensation and benefits for barangay officials, ensure access to basic facilities like halls and health centers, and strengthen barangays as the country’s primary governance unit.
Speaking at a House Committee hearing, Dy drew on his experience as a former barangay captain, mayor, and governor to underscore the officials’ vital role in local governance.
He expressed optimism that with committee support, the bill can move forward in the current 20th Congress, providing dignity, recognition, and stronger institutional backing to barangay leaders.
