Senator Loren Legarda has filed a bill to create the PhilHealth Member Recognition Program (PMRP), a points-based system to reward long-term contributors with additional healthcare benefits.
The bill seeks to retroactively recognize contributions made up to 10 years before the program’s implementation, offering rewards such as improved accommodations, preventive care, and non-medical services.
Legarda explained that the bill aims to address grievances about the inequities in the system, where many contributors feel they do not receive sufficient benefits for their years of financial support.
In addition to rewarding loyalty, the bill encourages preventive healthcare by allowing members to earn points for availing preventive services like vaccinations and check-ups.
To ensure sustainability, the program will include safeguards such as point expiration policies and actuarial reviews and a digital platform will be created for members to track and redeem their points.
