Senator Raffy Tulfo is pushing for amendments to the Juvenile Justice and Welfare Act to fund a dedicated detention facility for minors involved in heinous crimes.
During a Senate hearing, he said placing Children in Conflict with the Law in existing DSWD “Bahay Pag-Asa” facilities is not enough, arguing that punishments should be more structured to instill accountability.
Tulfo also proposed supervised boot camps and programs where reformed former inmates can share life lessons with students to discourage crime.
The proposal received support from the mother of a slain Tacloban student, while the DSWD said it would defer to Congress and asked that the national government manage any facility.
However, a juvenile justice expert warned that harsh detention or boot camp systems may be counterproductive and could worsen outcomes for minors.
