President Ferdinand Marcos Jr. has signed Republic Act No. 12199, the “Early Childhood Care and Development System Act,” which focuses on improving early education, nutrition, and support for children ages zero to five.
The law, signed on May 8, repeals the 2013 Early Years Act and assigns the Early Childhood Care and Development (ECCD) Council to oversee the care of children under five, while the Department of Education handles those aged five to eight.
The law aims to reduce child mortality, enhance development, prepare young children for formal schooling, and address early intervention for special needs.
Key objectives include improving child health programs, supporting parents as primary caregivers, and ensuring better quality of ECCD programs.
Local government units are also tasked with implementing ECCD programs at the community level.
